General Information

Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with a population of 2.7 million in an area of 1,287.36 km2 (497.1 mi2), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4.2 million, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the "City of Seven Hills" due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

Giorgia Meloni prova a portare dalla sua parte il presidente della Repubblica, Sergio Mattarella, sulla proposta del tetto agli studenti che non parlano l’italiano. Dopo l’intervento col quale il capo dello Stato ha sottolineato che la scuola “deve stabilire legami, conquistare la fiducia delle famiglie e aiutare a non formare ghetti“, la premier, ospite di Bruno Vespa, ha voluto ricordare che anche lui, quando era ministro dell’Istruzione, “redigeva circolari che invitavano a non concentrare ragazzi stranieri nella stessa classe”. I numeri, però, dicono che Meloni paragona due mondi completamente diversi: nell’anno scolastico 1990-91, gli stranieri nelle allora scuole materne, elementari, medie e superiori erano poco più di 20mila, nel 2023-24 quel numero è salito a oltre 931mila. Stando alle parole della presidente del Consiglio, quindi, il principio che ha mosso le iniziative del Mattarella ministro e della Meloni presidente del Consiglio era esattamente lo stesso: non creare classi con una presenza eccessiva di bambini e ragazzi stranieri. Ma l’abissale distanza tra i numeri che emerge analizzando i dati Istat dell’epoca ribalta il significato delle due iniziative. Da una parte, oggi, c’è un governo che lancia l’allarme sull’eccessiva presenza di stranieri o ragazzi che non parlano correttamente l’italiano all’interno di alcune classi. Dall’altra, nella scuola degli inizi degli Anni Novanta, la preoccupazione non era quella di un sovraffollamento, dati i numeri esigui, bensì di una corretta integrazione della popolazione straniera in età scolastica che poteva avvenire solo e soltanto, almeno secondo il governo dell’epoca, con una giusta redistribuzione dei giovani stranieri all’interno delle classi. La conferma definitiva arriva dal testo delle circolari dell’epoca firmate da Mattarella. Proprio quelle citate da Meloni: “L’immigrazione rende necessario da parte della scuola una attenta considerazione ed una serie di interventi intesi a garantire alla generalità degli immigrati l’esercizio del diritto allo studio ed a valorizzare le risorse provenienti dall’apporto di culture diverse”. In quest’ottica, “ove si presentino più alunni immigrati da uno stesso Paese e con analogo livello culturale, potrebbe essere didatticamente proficuo inserirli in una medesima classe, tenendo conto che sarà bene non superare le quattro-cinque unità”. Agli istituti spetta valutare “specifiche esigenze e situazioni” per trovare “le soluzioni più opportune, avendo cura di promuovere la partecipazione degli alunni in questione alle attività globali della classe”. In questa prima circolare, datata 8 settembre 1989, emerge chiaramente non l’esigenza di garantire ai bambini italiani una rappresentanza minima all’interno delle classi, bensì tutelare quelli stranieri per garantire una corretta e rapida integrazione nel tessuto scolastico e sociale che li aveva accolti. Un anno dopo, il 26 luglio del 1990, Mattarella pubblica un’altra circolare nella quale ribadisce che “l’assegnazione alle classi è effettuata, ove possibile, raggruppando alunni dello stesso gruppo linguistico che, comunque, non devono superare il numero di cinque per ogni classe”. Al riguardo, precisa ancora il documento, “sembra opportuno ripartire gli alunni stranieri in ragione di qualche unità soltanto per classe, per agevolarne la naturale integrazione linguistica con gli alunni italiani, mentre può essere utile costituire gruppi anche superiori alle cinque unità nei momenti di specifiche attività linguistiche”. Mattarella sottolineava inoltre la necessità, “per quanto possibile” di intensificare “le attività di sostegno linguistico nella fase iniziale dell’anno scolastico”. Principi che sono rimasti intatti negli anni, come confermano le parole del presidente della Repubblica di lunedì, alla cerimonia di inaugurazione dell’anno scolastico all’Istituto Omnicomprensivo Sergio Marchionne di Amatrice: “La scuola è chiamata a produrre coesione sociale. La scuola è la più efficace leva di integrazione per chi viene da altri Paesi e per i giovani nati in Italia che sono figli di emigrati. La scuola prepara tutti. Sono due le circolari, citate dalla presidente del Consiglio Giorgia Meloni, nelle quali l’allora ministro dell’Istruzione Sergio Mattarella indicava un numero massimo di alunni stranieri presenti nelle classi. Il primo documento è la circolare ministeriale 301 dell’8 settembre 1989 con l’oggetto: “Inserimento degli stranieri nella scuola dell’obbligo”. “L’immigrazione”, scriveva, rende necessario “da parte della scuola, una attenta considerazione ed una serie di interventi intesi a garantire alla generalità degli immigrati l’esercizio del diritto allo studio ed a valorizzare le risorse provenienti dall’apporto di culture diverse“. In quest’ottica “ove si presentino più alunni immigrati da uno stesso Paese e con analogo livello culturale, potrebbe essere didatticamente proficuo inserirli in una medesima classe, tenendo conto che sarà bene non superare le quattro–cinque unità“. Agli istituti spetta valutare “specifiche esigenze e situazioni”, per trovare “le soluzioni più opportune, avendo cura di promuovere la partecipazione degli alunni in questione alle attività globali della classe”, si legge nella prima. La seconda circolare è invece la 205 del 26 luglio del 1990. “La scuola dell’obbligo e gli alunni stranieri. L’educazione interculturale” è il titolo. L’allora ministro richiamava poi proprio la circolare 301 dell’anno precedente, ribadendo: “l’assegnazione alle classi è effettuata, ove possibile, raggruppando alunni dello stesso gruppo linguistico che, comunque, non devono superare il numero di cinque per ogni classe“. Al riguardo, precisa ancora il documento “sembra opportuno ripartire gli alunni stranieri in ragione di qualche unità soltanto per classe, per agevolarne la naturale integrazione linguistica con gli alunni italiani, mentre può essere utile costituire gruppi anche superiori alle cinque unità nei momenti di specifiche attività linguistiche”. Mattarella sottolineava inoltre la necessità, “per quanto possibile” di intensificare “le attività di sostegno linguistico nella fase iniziale dell’anno scolastico“.
