General Information

Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with a population of 2.7 million in an area of 1,287.36 km2 (497.1 mi2), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4.2 million, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the "City of Seven Hills" due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

1.300 cantieri, disagi e lentezze: Ferrovie investe ma può governare questa grande ‘macchina’?
Con il Pnrr si è scelta la strada dell’apertura contemporanea di un numero enorme di cantieri (1.300). La mia impressione è che non si siano verificate fino in fondo la capacità di RFI, come stazione appaltante, di governare un volume di lavori superiore alle proprie capacità e, soprattutto, quella delle imprese aggiudicatarie, spesso impegnate contemporaneamente su più opere. Il risultato è sotto gli occhi di tutti: cantieri che procedono lentamente, difficoltà contrattuali, interruzioni delle linee, disagi per i passeggeri e un accumulo di ritardi. Il problema non è soltanto aprire i cantieri, ma avere uomini, mezzi, imprese e risorse sufficienti per portarli a termine nei tempi previsti e ai costi previsti (superiori a quelli mesi europei). L’ex amministratore delegato di RFI, Gianpiero Strisciuglio, ora ad del gruppo FS, ha gestito una fase nella quale l’attuazione degli interventi Pnrr ha subito una forte accelerazione. Ma proprio l’apertura di così tanti cantieri contemporaneamente mi fa porre oggi una domanda sulla capacità effettiva del sistema RFI-imprese di governare una mole di lavori senza precedenti. Il commissariamento delle opere non ha prodotto l’accelerazione promessa. Si pone infatti un problema di governance: il commissario dovrebbe accelerare, coordinare e rimuovere gli ostacoli, ma in molti casi è un dirigente della stessa RFI che programma, appalta e realizza le opere. Dal 2026, inoltre, il meccanismo è stato ulteriormente rafforzato con l’attribuzione agli amministratori delegati di RFI e ANAS del ruolo di commissari straordinari per le principali opere delle aziende che già dirigono. Si determina così una singolare sovrapposizione di ruoli. Non necessariamente un’incompatibilità formale, ma certamente una questione di governance, trasparenza e terzietà. Se il commissariamento deve servire ad accelerare un’opera, non può trasformarsi in una «foglia di fico» interna alla stessa struttura. La domanda è semplice: se un’opera commissariata accumula comunque anni di ritardo a cosa è servito il Commissario? Gli esempi sono numerosi: dal raddoppio Ponte San Pietro-Bergamo alla Mantova-Piadena, dall’elettrificazione Ivrea-Aosta alle grandi opere AV/AC come Brescia-Verona-Padova, Terzo Valico dei Giovi, Roma-Pescara, Palermo-Catania-Messina e Salerno-Reggio Calabria. In molti casi i cronoprogrammi hanno subito slittamenti significativi, con conseguenze pesanti anche per i passeggeri quando i lavori impongono chiusure o limitazioni della circolazione. Ma il problema non riguarda soltanto i tempi. Riguarda anche i costi. Pietro Salini, amministratore delegato di Webuild, ha denunciato una situazione finanziaria che, secondo l’azienda, sarebbe diventata non più sostenibile per le grandi opere ferroviarie in corso. Al centro della denuncia ci sono circa 22 miliardi di euro di riserve e varianti contrattuali, con circa 13 miliardi indicati come oneri già sostenuti e una richiesta di liquidità immediata di circa 2,1 miliardi. Le riserve sono richieste economiche avanzate dalle imprese per ottenere il riconoscimento di maggiori costi rispetto a quelli inizialmente previsti, legati, tra l’altro, al caro materiali, alle varianti, agli imprevisti tecnici e geologici e ai ritardi nelle autorizzazioni, nei pagamenti o nelle decisioni della stazione appaltante. Ma qui emerge una responsabilità che non può essere scaricata interamente su RFI e sullo Stato. Anche le imprese appaltatrici hanno le loro responsabilità. Non si possono aprire contemporaneamente centinaia di cantieri se poi non si dispone di uomini, mezzi e capacità organizzativa sufficienti per farli avanzare. È proprio questo il punto: una parte degli extracosti può essere legittimamente riconducibile a eventi imprevedibili o a modifiche progettuali, ma altre richieste devono essere verificate e contestate quando derivano da inefficienze, ritardi organizzativi o insufficiente capacità produttiva dell’appaltatore. Non è accettabile che il rischio d’impresa venga trasferito automaticamente sullo Stato e di conseguenza sui contribuenti. E qui la denuncia di Salini diventa paradossale: da una parte le grandi imprese chiedono a RFI e al governo di riconoscere miliardi di maggiori costi; dall’altra sono proprio le stesse imprese che devono dimostrare di avere uomini, mezzi e organizzazione adeguati per realizzare nei tempi gli appalti che hanno ottenuto. Il rischio è che si inneschi un meccanismo perverso: i cantieri ritardano, aumentano i costi, si chiedono nuove risorse e alla fine servono nuovi lavori per alimentare un sistema sempre più costoso. Non a caso, proprio mentre esplode il problema degli extra-costi delle opere in corso, il nuovo vertice del Gruppo FS annuncia un piano industriale da circa 100 miliardi di euro di investimenti. Prima di annunciare nuovi miliardi, però, bisognerebbe spiegare come si intendono completare nei tempi e nei costi previsti le opere già aperte. Perché il problema delle Ferrovie non è soltanto quanto si investe. È soprattutto quanto delle risorse investite si riesce a trasformare, nei tempi promessi, in infrastrutture funzionanti e servizi migliori. Anche perché la “macchina” gestionale è inefficiente e deresponsabilizzata da un Ministero dei Trasporti che non dà indirizzi strategici e non vigila sui risultati operativi. Lo sport più in voga resta quello di cambiare gli organigrammi a seconda degli equilibri politici governativi. E qui sta la contraddizione: mentre si annunciano nuovi giganteschi programmi di investimento, sulla rete esistente si moltiplicano cantieri, interruzioni e ritardi. Il rischio è di costruire una macchina sempre più grande senza averne risolto il problema fondamentale: la capacità di realizzare le opere nei tempi e nei costi programmati con un gruppo FS efficiente.
