Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with a population of 2.7 million in an area of 1,287.36 km2 (497.1 mi2), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4.2 million, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the "City of Seven Hills" due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

Prevenzione sismica in Italia: perché non agiamo prima dei crolli?
di Gaetano Failla In inverno, quando nevica o si forma il ghiaccio, quasi ogni cittadino pulisce istintivamente il marciapiede davanti a casa. Lo fa al 90% senza bisogno che arrivi una pattuglia: è un dovere civile spontaneo, una spinta collettiva per prevenire incidenti e garantire un transito sicuro. Sappiamo che il ghiaccio fa cadere le persone e agiamo prima. Perché questa elementare logica della prevenzione si azzera completamente quando parliamo di cemento armato, terremoti e sicurezza delle nostre case? L’Italia è intrappolata in un paradosso storico scritto nei suoi stessi decreti. Il Dipartimento della Protezione Civile, struttura della Presidenza del Consiglio, nacque ufficialmente il 29 aprile 1982 con un mandato chiaro: “mobilitare e coordinare le risorse nazionali per assicurare assistenza alla popolazione in caso di grave emergenza”. Sta tutto qui il nostro peccato originale. Abbiamo un organismo straordinario nel post-emergenza, capace di scavare tra i detriti nelle prime 36 ore, ma siamo drammaticamente privi di una vera “Difesa Civile” della vita che agisca prima. Come ricordano le stesse linee guida ministeriali, la prevenzione serve a fare in modo che le case non crollino; la protezione civile serve solo a prendersi cura di chi sopravvive dopo che la terra ha tremato. Ma se la prevenzione fallisce, la protezione diventa solo un pietoso conteggio dei danni. Intervenire a cercare corpi respiranti significa chiudere il cancello quando i buoi sono già scappati. Gli esempi recenti gridano questa verità. Dal crollo della palazzina a Messina – dove forse si sapeva che qualcosa non andava nei pilastri – fino ai costoni franati nei Campi Flegrei, la costante è sempre la stessa: tutti sanno, ma nessuno muove un dito per prevenire. L’Istituto Nazionale di Geofisica e Vulcanologia (Ingv) e gli scienziati conoscono la vulnerabilità del territorio italiano e dello Stretto di Messina strada per strada. I sensori installati persino nelle scuole inviano dati sismici continui. Eppure, queste informazioni restano confinate in faldoni scientifici, incapaci di tradursi in obblighi di legge o in cantieri urbani per il rinforzo dei nodi strutturali o l’inserimento di tiranti. Ma la colpa non è solo della burocrazia. È anche della nostra rassegnazione. Fermati un secondo e rifletti: quante volte hai notato quella macchia di umidità sospetta sui pilastri del garage? Quante volte hai discusso in assemblea condominiale di quella crepa nell’intonaco, preferendo rimandare il controllo statico per non spendere soldi? E quando entri nella scuola dei tuoi figli o nella chiesa del tuo quartiere, ti sei mai chiesto se quell’edificio sia mai stato adeguato? Proteggere significa smettere di girarsi dall’altra parte. Dobbiamo essere noi cittadini i primi a pretendere dai nostri amministratori e dai nostri condomini le verifiche di vulnerabilità sismica, usando le agevolazioni fiscali finché esistono. Aspettare lo Stato è un lusso che non possiamo permetterci. Siamo rimasti fermi alla mentalità del 1968, l’anno del terremoto del Belice, dove l’assenza di prevenzione fu coperta da baraccopoli e colate di cemento tardive. Nemmeno la lezione del Friuli del 1976 ha cambiato la legge nazionale sul patrimonio privato. Lo Stato preferisce investire miliardi nella difesa militare contro minacce geopolitiche ipotetiche, ma si dichiara impotente di fronte alla fisica di un pilastro degradato degli anni ’60. Ci nascondiamo dietro il feticcio della proprietà privata intoccabile per non imporre il Fascicolo del Fabbricato, lasciando la sicurezza strutturale alla totale discrezione dei singoli. Come ricorda il geologo Mario Tozzi, lo Stretto di Messina è un imbuto sismico dove la storia ha già registrato magnitudo di 7,1. Guardarsi intorno con le mani nei capelli a disastro avvenuto non è fatalità: è complicità burocratica e civile. È tempo di pretendere che la Protezione Civile cambi pelle, trasformandosi in un ente di vigilanza e ingegneria del territorio con il potere di imporre la prevenzione. Decine, anzi centinaia di milioni di persone potrebbero godere lo spettacolo eccezionale del Sole mangiato dalla Luna, almeno in parte. Potrebbero guardarlo direttamente, con gli occhialini di sicurezza ovviamente e non limitarsi a vederlo in diretta o differita su web. Decine, anzi centinaia di milioni di persone potrebbero vivere questo momento eccezionale come una occasione di socializzazione e un esercizio di intelligenza logistica. Signora, possiamo salire dieci minuti su da lei sulla terrazza? Signore, veniamo con qualcosa da bere che da lei c’è la vista sgombra. Il tema di questa eclissi è che è un po’ difficile, perché è al tramonto. Non accontentavi di controllare su internet qual è l’ora ufficiale del tramonto nella vostra località. Conta l’orario effettivo in cui il sole è ancora visibile prima di sparire dietro palazzi e montagne. Meglio verificarlo subito, tra oggi e domani e poi togliere qualche minuto per capire se mercoledì sera, attorno alle 20.20, vediamo il picco dell’eclissi. Se non riusciamo a raggiungere le località dove si vede il picco, sarà comunque affascinante vedere la parte coperta dalla Luna in fase crescente nei lunghi minuti che precedono il tramonto. Confesso una certa preoccupazione e delusione. Ci si poteva aspettare una commercializzazione dell’eclissi, la pubblicità insistente degli occhialini, gli aperitivi ad hoc… Mi riferisco alle popolazioni e alle zone dove l’eclissi sarà forte ma non totale. Nella fascia della totale in Spagna gli alberghi sono esauriti. Ma in tutto il resto dell’Europa e del Nordamerica dove, per quanto parziale, questa sarà l’eclissi del secolo, poco, pochissimo si muove. Perché? Sicuramente l’ondata di calore obnubila le menti e le frequenti cattive notizie belliche o politiche spingono a tenersi lontani dalla sfera pubblica. Ma chi ricorda le emozioni del 1961 e di quella che io vidi totale in Francia nel 1999 potrebbe farsi promotore. E anche chi non ha visto niente del genere. Si tratta del Sole e della Luna, è la nostra vita sulla Terra.
