General Information

Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with a population of 2.7 million in an area of 1,287.36 km2 (497.1 mi2), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4.2 million, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the "City of Seven Hills" due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

A voi verrebbe più semplice vincere Wimbledon per due anni consecutivi o prendere la patente della moto? La risposta è ovvia e scontata probabilmente per il 99,99% della popolazione mondiale. Non per Jannik Sinner, che ci è riuscito sì, ma al quinto tentativo. Il numero uno al mondo ha preso la patente per la moto a Montecarlo dopo esser stato bocciato per quattro volte nei mesi precedenti, come aveva ammesso dopo il successo di Wimbledon a luglio. Forse approfittando dello stop dal tennis, l’azzurro è riuscito a concentrarsi su questo obiettivo fuori dal campo e finalmente l’ha ottenuta. Ad annunciarlo sui social è stata la scuola guida Monaco Bonne Conduit di Montecarlo: “Grazie mille Jannik per la tua fiducia e gentilezza – si legge a corredo di una foto condivisa su Instagram, in cui il numero uno del ranking Atp si mostra sorridente per la grande soddisfazione -. Grandi congratulazioni per la tua patente per la moto, siamo molto orgogliosi di averti sostenuto durante tutto questo percorso“. Adesso, i tifosi aspettano il ritorno in campo dopo l’assenza a Pechino. Meno tasse al 98% degli italiani e patrimoniale ai super ricchi. La proposta di AVS che sfida Conte e Schlein: “Coraggio”
Alleanza Verdi e Sinistra rilancia la patrimoniale, ma questa volta la inserisce in un progetto più ampio: prendere risorse allo 0,1% più ricco per ridurre le tasse al restante 99,9%. Nicola Fratoianni e Angelo Bonelli chiamano la proposta “restituzione fiscale” e chiedono agli alleati Elly Schlein e Giuseppe Conte di sostenerla: “Considerato che oggi c’è la direzione del Pd mandiamo un messaggio a Elly Schlein e Giuseppe Conte: è giunto il momento del coraggio”. Il pacchetto è composto da due interventi: una riforma dell’Irpef e un’imposta annuale sui patrimoni netti superiori a 5,4 milioni di euro. Sul primo fronte Avs propone di eliminare gli attuali scaglioni Irpef sostituendoli con una funzione continua e fortemente progressiva: l’aliquota crescerebbe gradualmente all’aumentare del reddito, evitando i “salti” tra uno scaglione e l’altro. Secondo le simulazioni dei promotori, il 98% dei contribuenti, 41,5 milioni di persone, pagherebbe meno: sotto i 90mila euro lordi annui l’Irpef diminuirebbe, mentre tra 20mila e 40mila il risparmio medio sarebbe di 1.200 euro l’anno. Costo complessivo: 22 miliardi. Ed è qui che entra la patrimoniale. Quindici miliardi verrebbero recuperati tassando la parte di ricchezza netta eccedente i 5,4 milioni posseduta dallo 0,1% più ricco degli italiani; altri 7 dalla lotta all’evasione. Per patrimonio non si intende il reddito annuale, ma la ricchezza posseduta al netto dei debiti. La proposta prevede aliquote crescenti e, per scoraggiare lo spostamento dei patrimoni all’estero, una exit tax del 26% sui guadagni maturati ma non ancora realizzati al momento del trasferimento della residenza fiscale. Il gettito stimato della patrimoniale è di 15,9 miliardi l’anno. L’idea non nasce oggi. Ricalca molto da vicino quella avanzata nel 2023 da Oxfam nell’ambito della campagna “La Grande Ricchezza”: stessa soglia di 5,4 milioni, corrispondente allo 0,1% più ricco, e un gettito stimato allora in 15,7 miliardi. Come aveva raccontato il Fatto, l’ipotesi prevedeva aliquote dell’1,7% tra 5,4 e 8 milioni, del 2,1% tra 8 e 20,9 milioni e del 3,5% oltre quella soglia. Non è nemmeno una proposta isolata tra gli economisti. Un manifesto sottoscritto da oltre 130 studiosi – tra cui Andrea Roventini, Alessandro Santoro, Guido Alfani, Fabrizio Barca e Michele Raitano – ha proposto un prelievo sullo 0,1% più ricco, accompagnato da una maggiore tassazione delle grandi successioni e donazioni e da un aumento della progressività dell’Irpef. La premessa, come anche il Fatto ha spiegato, è che il sistema italiano diventa di fatto regressivo al vertice: uno studio pubblicato nel luglio 2026 sulla Review of Income and Wealth mostra come il sistema fiscale italiano, moderatamente progressivo nel complesso, diventa addirittura regressivo per il 7% più ricco della popolazione. E per lo 0,1% al vertice l’aliquota effettiva media scende al 32,6%. In altre parole, una parte dei contribuenti più ricchi finisce per versare, in proporzione alle proprie entrate, meno di chi sta sotto. È sul terreno politico che emergono le differenze. Il Pd non esclude una tassa sulle grandi ricchezze: Elly Schlein ha detto che “non è un tabù”, indicando però come più efficace una misura almeno europea, se non internazionale. Ma tra i dem nelle ultime settimane è maturata una proposta molto più vicina a quella di Avs. Un gruppo di lavoro coordinato dagli economisti Emanuele Felice e Vincenzo Visco per la Fondazione Demo, la fondazione culturale del Pd, ha elaborato sul modello della “Zucman tax” un’imposta nazionale del 2-3% sui patrimoni superiori a 100 milioni di euro: una platea di circa 2.500 super ricchi e un gettito stimato intorno agli 8 miliardi. Non è una proposta di Schlein né, per ora, il programma del Pd, ma il dossier è sul tavolo della segretaria. Il Movimento 5 Stelle ha intanto fatto un passo ulteriore: nei punti programmatici sottoposti agli iscritti propone a livello nazionale un “prelievo progressivo sulle grandi attività finanziarie”, escludendo piccolo risparmio, previdenza e titoli di Stato. Non sarebbe dunque una patrimoniale complessiva come quella di Avs, perché lascerebbe fuori immobili, terreni e altri beni reali. Per le “grandissime fortune” il M5S continua invece a indicare la strada di una tassazione comune europea. Eppure anche qui qualcosa si muove: Pasquale Tridico, eurodeputato M5S, ha aperto esplicitamente alla possibilità di inserire nel programma comune del centrosinistra un’imposta nazionale sui grandi patrimoni, purché accompagnata da misure contro la fuga dei capitali. La distanza nel campo largo, insomma, non riguarda tanto il principio che chi ha di più debba contribuire di più, quanto soglia, strumenti e soprattutto il livello – nazionale o europeo – a cui applicare il prelievo.
