General Information

Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with a population of 2.7 million in an area of 1,287.36 km2 (497.1 mi2), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4.2 million, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the "City of Seven Hills" due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

L’inflazione mette sotto pressione i conti pubblici italiani e complica la manovra pre elettorale del governo Meloni su due fronti. Da un lato fa aumentare la spesa dello Stato, dall’altro – allo stesso tempo – fa crescere anche il gettito fiscale, ma senza che si possa utilizzare quello aggiuntivo per “attenuare l’impatto sulle famiglie e sulle imprese“. Per questo la presidente del Consiglio, nella lettera inviata come annunciato mercoledì a Ursula von der Leyen, chiede che la Commissione consideri l’inflazione ben superiore alle previsioni come un “relevant factor”, un fattore rilevante, quando dovrà valutare se l’Italia ha rispettato la regola sulla crescita della spesa netta che è al centro del nuovo patto di Stabilità approvato nel 2024. E consenta in aggiunta maggiore libertà nell’utilizzo delle maggiori entrate generate dalla stessa inflazione. Bruxelles, prima ancora di ricevere la lettera da Roma (arrivata in serata), ha però messo subito le mani avanti: “Abbiamo già dato più flessibilità agli Stati membri” con la clausola di salvaguardia per l’energia e le spese per la difesa che l’Italia deve ancora ufficializzare se utilizzerà interamente. Nel Patto il tetto alla spesa è fissato in termini nominali, cioè in euro correnti, inflazione compresa. Se i prezzi aumentano più di quanto previsto quando è stato costruito il piano di bilancio, alcune spese pubbliche crescono automaticamente. L’esempio citato da Meloni è quello delle pensioni, rivalutate in base all’andamento dei prezzi. Ma lo stesso meccanismo può interessare altre voci di bilancio legate all’inflazione. Per il governo, quindi, non è corretto considerare alla stessa maniera un aumento della spesa deciso discrezionalmente e uno provocato da un’inflazione più alta del previsto. La dimensione del problema, scrive Meloni, è rilevante. In Italia la spesa direttamente interessata da un’inflazione superiore alle previsioni utilizzate per costruire il piano di bilancio equivale al 20,4% del Pil. Un’ulteriore quota di spesa pari al 12% del Pil sarà interessata dall’aumento dell’inflazione nel 2027. Non solo. La stessa inflazione che fa salire alcune uscite fa aumentare anche le entrate, soprattutto quelle legate ai consumi: con prezzi più alti, a parità di acquisti, lo Stato incassa più Iva e altre imposte indirette. Questo maggior gettito secondo il governo dovrebbe poter essere utilizzato almeno in parte per attenuare temporaneamente il caro energia a causa del quale “il reddito disponibile reale delle famiglie sta subendo un duro colpo”. Ma qui entrano in gioco le regole europee sulla spesa. Le maggiori entrate prodotto dall’inflazione non può essere semplicemente considerato denaro a disposizione: se viene utilizzato per finanziare misure fiscali compensative, queste vengono classificate come variazioni discrezionali delle entrate. Per questo la premier chiede alla Commissione di trovare un modo per consentire almeno in parte questo utilizzo. Le due questioni sono collegate. Sul primo fronte Meloni – che precisa di essere consapevole degli impegni assunti dall’Italia con la procedura per disavanzo eccessivo e della necessità di rispettare il percorso correttivo della spesa netta – chiede di tenere conto dell’inflazione nel giudicare il rispetto della traiettoria di spesa: in sostanza, di non trattare come una scelta discrezionale del governo l’aumento delle uscite provocato dai prezzi più alti del previsto. Sul secondo chiede invece maggiore flessibilità nell’utilizzo del maggior gettito fiscale generato dalla stessa inflazione. Il tema è cruciale in vista della manovra stato al centro di un vertice di due ore a Palazzo Chigi, durante il quale è stato fatto anche il punto sul Documento programmatico di finanza pubblica – la cornice della legge di Bilancio – atteso in cdm venerdì. Striscione rimosso a Genova, Valditara accusa i docenti: “L’asterisco è ideologia woke, indottrinano i nostri bambini”
“In quello striscione c’è un errore: nessun* è stranier*. Disapprovo la scelta di esprimere quella frase, condivisibile, con l’asterisco. L’Italiano non conosce il neutro. Insegnare ai bambini l’utilizzo di un linguaggio che non è diffuso nella società e che non è utilizzato in alcun ambito ufficiale, e che appartiene semmai all’ideologia woke, è un atto di prepotenza in aperto contrasto con la missione educativa della scuola e un modo per indottrinare i nostri bambini”. Alla fine è tutta colpa degli insegnanti. Almeno così la pensa Giuseppe Valditara: rispondendo a un’interrogazione del senatore ligure Lorenzo Basso (Pd), il ministro dell’Istruzione se l’è presa con i docenti della primaria “Daneo” di Genova, dove lo striscione “’Qui nessun* è stranier*”, esposto in protesta contro il tetto ai non italofoni nelle classi, è stato rimosso da due agenti in borghese. Al di là della sostanza del messaggio, il professore leghista ha puntato il dito contro l’asterisco. “Sono fermamente convinto che certe forzature ideologiche non siano compatibili con il primario ruolo educativo della scuola: insegnare a parlare correttamente la nostra lingua. Il compito della scuola resta quello di educare ad essere liberi da qualsiasi soggezione a persone, mode, ideologie, in modo da rafforzare proprio quel clima di serenità e di libero confronto necessario alla crescita dei nostri giovani come studenti e come cittadini”. Una risposta che colpisce la dignità e la libertà professionale degli insegnanti, difesa dalla campagna “Il futuro non si arma, si insegna” promossa del Fatto Quotidiano. Nella nostra petizione sulla piattaforma IoScelgo (firma qui), oltre a chiedere stipendi adeguati alle medie europee per i docenti, si ribadisce che “la scuola rappresenta uno dei pilastri fondamentali della democrazia” e che serve “ridare prestigio sociale a questa professione cruciale”. Il ministro invece accusa gli insegnanti della “Daneo” di Genova di “indottrinamento e strumentalizzazione a danno di alunni – in questo caso dovremmo dire: bambini – che non hanno ancora maturato un autonomo spirito critico”. In merito al destino dello striscione, invece, il ministro ripete la versione fornita finora dalla destra, secondo cui il lenzuolo era “stato affisso su una cancellata posta in prossimità dell’accesso alla scuola primaria – quindi non di pertinenza della scuola – e la sua rimozione è stata effettuata dalle forze dell’ordine, tra l’altro la Questura ne era pure all’oscuro, su segnalazione della Polizia municipale. Non vi è stato alcun intervento né da parte del personale scolastico della scuola né da parte del ministero. Per tale ragione, mi limito semplicemente a dire che la domanda posta con la presente interrogazione andrebbe rivolta innanzitutto più opportunatamente alla sindaca di Genova”, Silvia Salis. Giovedì, a margine dell’inaugurazione del Salone nautico nel capoluogo ligure, la premier Giorgia Meloni ha dribblato una domanda sul tema: “Non so chi ha strappato lo striscione, non so cosa si intenda per nessuno è straniero, e quindi non so cosa risponderle”. Dopo il presidio di lunedì, che ha visto diverse adesioni da parte del centrosinistra genovese, venerdì è previsto un nuovo appuntamento alle 17 davanti alla Prefettura di Genova per manifestare “per una scuola libera, laica, solidale e aperta a tutte e tutti”.
