General Information

Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with a population of 2.7 million in an area of 1,287.36 km2 (497.1 mi2), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4.2 million, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the "City of Seven Hills" due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

“Intascavano i soldi dei fallimenti per pagarsi i debiti”, curatrice e marito agli arresti domiciliari: sequestrati beni per mezzo milione
Una curatrice fallimentare di Barletta avrebbe usato i soldi “appartenenti all’attivo di sette procedure fallimentari” di cui si occupava per professione, per saldare i suoi debiti personali appropriandosi di quasi 200mila euro. Per l’avvocata e per il marito, entrambi di Andria, sono stati disposti gli arresti domiciliari. La Procura di Trani ha iscritto nel registro degli indagati otto persone: un avvocato tributarista, un notaio e un dipendente dell’Agenzia delle Entrate-Riscossione. Per loro il gip ha disposto il divieto per sei mesi di svolgere le loro professioni, mentre per altre tre persone è stato deciso il divieto di dimora nella provincia di Barletta-Andria-Trani. Il valore dei beni sequestrati alla curatrice fallimentare ammonta a oltre mezzo milione di euro, pari al profitto ottenuto dai “reati di peculato e sottrazione fraudolenta al pagamento delle imposte”, spiega la Guardia di finanza. Secondo l’ipotesi degli inquirenti, la professionista, con l’aiuto del marito e dell’avvocato tributarista, avrebbe “simulato la vendita di un immobile del valore di oltre 300mila euro” alla suocera che a sua volta l’avrebbe donato alle nipoti. Gli indagati avrebbero anche venduto un appartamento “su cui gravava un’ipoteca estinta grazie a un prestito concesso da un familiare” per “scongiurare le pretese dei creditori”. Per farlo, secondo l’accusa, il dipendente dell’Agenzia delle Entrate-Riscossione avrebbe cancellato la misura ipotecaria “in modo da anticipare eventuali ulteriori procedure esecutive” mentre il notaio, per “evitare l’aggressione del prezzo della cessione, avrebbe messo a disposizione il suo conto corrente professionale per accreditare il corrispettivo della transazione, senza farlo passare su quello della venditrice indicando, in fase di registrazione del rogito, il codice fiscale sbagliato della donna”. Le indagini hanno inoltre ricostruito che alcuni orologi di valore e oggetti preziosi di proprietà dell’indagata sarebbero stati occultati al Fisco, con il coinvolgimento di terze parti. Una moto, invece, è stata oggetto di un fittizio passaggio di proprietà, sempre con l’obiettivo di non pagare le imposte. Per tutta la mattina i finanzieri hanno fatto una serie di perquisizioni tra Bari e la Bat. Le accuse sono, a vario titolo, di peculato, corruzione per un atto contrario ai doveri d’ufficio, falsità ideologica commessa dal pubblico ufficiale in atti pubblici, trasferimento fraudolento di valori ed evasione fiscale fraudolenta. Gli studenti francesi in piazza mandano un monito ai coetanei europei: che democrazia volete per il futuro?
di Roberto L’istruzione è il diritto più importante, perché solo chi ha accesso alla conoscenza acquisisce gli strumenti per capire quanto sia importante la democrazia e quanto sia fondamentale difenderla. Altrimenti, la democrazia rischia di fare la fine della salute: la stragrande maggioranza di chi ce l’ha si rende conto di quanto era importante soltanto dopo averla persa. Questo l’aveva capito Piero Calamandrei, uno dei nostri più insigni Padri Costituenti. E l’hanno capito anche gli studenti francesi, che stanno manifestando contro i tagli governativi alla scuola. La protesta degli studenti francesi, che per durata e partecipanti è diventata un problema per Macron, assume un’importanza notevole, per la posta in gioco, che riguarda anche gli altri popoli europei. Gli studenti dicono no alla guerra. “Siamo una generazione che non ha voglia di andare a morire in guerra, ma di studiare. I soldi non vadano alle spese militari, ma all’istruzione pubblica”: sono le parole di Marius Mesnil, studente diciottenne tra i leader della protesta. Il ripudio della guerra è certamente legato al rischio di finire al fronte, che è direttamente proporzionale all’innalzamento delle spese militari conseguente al piano ReArm Europe traguardato al 2030 e all’obiettivo Nato di spendere in armi fino al 5% del Pil entro il 2035. Ma condannare questa voce di spesa significa anche denunciare gli inevitabili tagli ai servizi pubblici e al welfare, che sono i parametri vitali da monitorare, per valutare lo stato di salute di una democrazia. Infatti, una democrazia funziona, è solida, è veramente tale non soltanto per la permanenza dei diritti politici: non basta che resti la possibilità di fondare nuovi partiti e di votare alle elezioni, perché anche la Costituzione di Weimar, che era la più avanzata dell’epoca, permise a Hitler di fondare un nuovo partito, di presentarsi alle elezioni e di vincerle. Una democrazia è in salute anche se i diritti civili, sociali ed economici continuano ad essere garantiti nei fatti, cioè dalle leggi votate in Parlamento e dalle politiche del Governo. Perché se i cittadini si rendono conto del fatto che la spesa per le armi fagocita la gran parte delle risorse dello Stato e ne sottrae così tante ai servizi pubblici e al welfare, al punto da svilire questi diritti, da farli regredire allo status di buoni propositi rimasti lettera morta sulla Costituzione, non c’è “soltanto” un problema di perdita della qualità della vita, ma anche di scadimento della qualità della democrazia e di rischio per la sua tenuta. Una democrazia in cui succede questo non sta certamente affrontando una fase fiorente, perché è esposta a tre rischi, tra loro correlati. In primo luogo, il rischio è quello di perdere fiducia nei partiti tradizionali e nella stessa democrazia, arrivando a rinunciare ad esercitare il diritto di voto. L’elevato astensionismo, per assurdo, rischia di far cadere i partiti nell’autoreferenzialità: anziché avvertire l’urgenza di rinnovarsi, di prendere maggiormente a cuore i problemi reali dei cittadini, i partiti si arroccano sulle proprie posizioni e allontanano ulteriormente gli elettori. Il rischio più grave è quello di spingere, in tal modo, molto cittadini al voto di protesta, verso partiti populisti di estrema destra, percepiti come l’unica possibile soluzione, l’unico possibile interprete di istanze di cambiamento destinate, peraltro, ad essere nuovamente deluse, con il rischio ulteriore di perdere altri diritti e, forse, addirittura la libertà. È questo il monito che gli studenti francesi stanno mandando ai coetanei europei: in quale democrazia state vivendo e quale democrazia vorrete, per gli anni a venire? La speranza è che le piazze di tutta Europa si riempiano presto di studenti, di lavoratori, di pensionati, che chiedano a gran voce la fine di politiche belliciste e il rispetto dei diritti costituzionali e che i Governi e i Parlamenti ritrovino nelle rispettive Costituzioni i principi guida delle proprie azioni.
